			<content:encoded><![CDATA[<p>Many of the major US-based banks and credit card companies are preparing for the provisions of the Unlawful Internet Gambling Enforcement Act (UIGEA) which are due to enter into effect this summer. MasterCard previously announced that it would not process transactions between its US-based customers and offshore gaming web sites. Recently, Visa, the leading credit card provider, announced that it would also prohibit its customers from dealing with online casinos.</p>
<p>The UIGEA, signed into law in 2006, was intended to prohibit banks from handling transactions with online poker and casino sites and not, according to popular belief, target individual online casino players. The bill&#8217;s provisions were scheduled to go into effect in December 2009, but other legislators have postponed the deadlines to make sure that the banks have the proper infrastructure to enforce the new regulations. </p>
<p>One of the legislators seeking to reform the US legal approach to online wagering is Congressman Barney Frank of Massachusetts. Congressman Frank has sought to change the laws so that online gaming companies could fall under US regulation and that the federal government could gain additional revenue from taxes and licensing fees. Those revenues, in turn, would go toward covering the large national debt and budget deficits incurred in recent years. </p>
<p>American customers of offshore gaming sites are having an increasingly difficult time in making deposits to their accounts. When the federal government announced President Bush&#8217;s signing of the UIGEA, two major online payment processors, PayPal and Neteller, stopped processing transactions between online casino sites and their American account holders. </p>
<p>When many of the online payment processors decided to comply with the new law, most of the major online poker sites, including PartyPoker, pulled out of the US market. Industry observers have yet to decide what the withdrawal of MasterCard and Visa will mean for the remaining US-friendly sites, including PokerStars and Full Tilt Poker.</p>

Mr. Lichtenberger will go into Day 3 of the US$5,000 buy-in no-limit Texas Holdem event with a slim lead over Andy Seth. The two leaders, along with one hundred fifty other players in the star-studded field, will attempt to be among the one hundred twenty-seven to reach the &#8220;money bubble&#8221; and take home some of the massive prize pool.</p>
<p>Lichtenberger built much of his stack in one climactic hand against Danish poker pro Lars Bonding. Lichtenberger went all-in with his pocket kings, but ran into Bonding&#8217;s pocket aces. Lichtenberger caught a third king on the river to vault him into the chip lead. Meanwhile, Seth, the Day 1 chip leader, maintained his hot streak in two big hands, including one where he cracked his opponent&#8217;s pocket aces. </p>
<p>With nearly five hundred players starting on Day 2, the tournament action saw several high-profile eliminations. The most notable former champion to bust out on Day 2 was 2003 World Series of Poker Main Event Champion Chris Moneymaker. Other Day 2 victims included the winner of 2009 World Poker Tour Championship, Yevgeniy Timoshenko, and the Bluff Magazine Player of the Year Jason Mercier. </p>
<p>Like the corresponding European Poker Tour, Latin America Poker Tour and Asia-Pacific Poker Tour, the NAPT carries a sponsorship from online poker giant PokerStars.Net. Many of the site&#8217;s sponsored pros, including 1983 WSOP Main Event Champion Tom McEvoy and 2004 WSOP Main Event Champion Greg Raymer, are still in contention for a piece of the US$4.1 million prize pool. </p>
<p>Once the tournament reaches the &#8220;money bubble&#8221;, the action will continue until only twenty-four players remain. The next day, those remaining will play down to the final table, which will be broadcast later in the spring.</p>

The final eight players will meet on Day 5 to compete for the US$827,646 top prize, which will be shown on ESPN2 this spring.</p>
<p>The eliminations came fast and furious before the &#8220;money bubble&#8221; burst less than two hours into the day&#8217;s play. Daniel Schreiber was the unlucky &#8220;bubble boy&#8221; of the tournament, finishing just one spot shy of cashing in for US$7,232 in the US$5,000 buy-in event. Many of the top pros saw their tournaments end on Day 3 as well, including two former World Series of Poker Main Event Champions, Tom McEvoy (1983) and Greg Raymer (2004). </p>
<p>Another notable name to hit the rail on Day 3 was PokerStars pro Vanessa Rousso. She was the last player eliminated on Day 3 after a long and frustrating roller coaster of a tournament. Earlier in the day, she doubled up when her pocket tens turned into a set on the flop and quads on the river. After a day of bad beats and cold cards, she went all-in with King-six against Tom Marchese&#8217;s pair of sevens. Her hand did not improve and she cashed out for just under US$20,000. </p>
<p>The chip leader on Day 2, Andrew Lichtenberger, went from the top of the charts to the bottom of the barrel, barely surviving into Day 4 with only 539,000 chips and sitting in seventeenth place. When Day 3 concluded after more than twelve hours of play, the blind levels were 8,000 and 16,000 with a 2,000 ante. With every lap of the button costing 40,000 chips, Lichtenberger and other short stacks will have to &#8220;push and pray&#8221; to make the final table.</p>

Sam Stein has vaulted from the mundane world of $5/$10 no-limit Texas Holdem games in local casinos to the top of the leader board with over six million chips. </p>
<p>This makes the third major final table Stein has made in less than six months. Last month, he finished second at the US$5,000 buy-in PokerStars Caribbean Adventure (PCA) Main Event, taking home US$168,390. Last August, he made his first World Poker Tour televised final table when he finished fifth at the Legends of Poker in Los Angeles, which eared him US$116,225. He also guarantees a payday of at least US$60,000 from this tournament, but the odds are good he&#8217;ll bring home much more. </p>
<p>Stein also has a 1.4 million chip lead on his closest competitor, Tom Fuller, with New Yorker David Paredes close behind. One notable name making a final table appearance is poker legend &#8220;Miami&#8221; John Cernuto. Cernuto comes in as the short stack with 1.3 million chips, just behind Daniel Clemente in seventh position with 1.35 million. While Cernuto has cashed in several smaller events, he has not appeared at a major TV final table in more than five years. </p>
<p>Eric Blair, the Day 4 chip leader, suffered a series of losses but survived to the final table. He sits in sixth place with 1.69 million chips.</p>

			<content:encoded><![CDATA[<p>Officials with the Missouri Gaming Commission may force the President Casino near downtown St. Louis to close its doors by revoking its state gambling license. The revocation would not serve as punishment for violation of any state gaming laws; rather, the state would pull the President&#8217;s license because its income streams have not met with expectations. The riverboat casino has under-performed for several months and has not produced the level of tax revenue the state desires.</p>
<p>According to gambling industry observers, the shutdown would be the first state-mandated casino closure in US history due to economic issues. The President, a refurbished riverboat that sits docked on the Mississippi River, was among the first casinos in the state. However, the expansion of gaming in the area, including Lumiere Place just a few miles away, have pulled customers away from the &#8220;old boat&#8221;. </p>
<p>The previous owners of the President were in bankruptcy court in 2006 when Pinnacle Entertainment, owners of Lumiere Place and other casinos around the country, purchased the casino&#8217;s assets. Since then, income from the President has dropped by two-thirds. The steep drop forced state gaming officials to start looking for other alternatives to compensate for the lost tax revenues. </p>
<p>The Gaming Commission cites a portion of the state&#8217;s gaming law that says that they can revoke a casino license if the owners&#8217; behavior becomes &#8220;injurious&#8221; to the state. Some gaming officials believe that, since Pinnacle was not taking enough action to raise revenues at the president, the loss of tax income from those revenues created an &#8220;injurious&#8221; condition. </p>
<p>William Eadington, a professor of economics at the University of Nevada, said that the &#8220;injurious&#8221; clause is not nearly specific enough and gives the state too much power over the fate of failing casinos. He also said that, with the state exercising so much control over the casino industry there, larger casino conglomerates may think twice about establishing new facilities in Missouri, which could cause even more harm to the state&#8217;s economy.</p>

Parker, whose mother was Dutch and father was American, was born in Belgium and raised in France. He played basketball professionally in France and for the French national team before signing with the Spurs in 2001. Parker&#8217;s signing marks the first time that an active NBA player has endorsed an online poker site. </p>
<p>Parker&#8217;s on-court accomplishments include three NBA titles (2003, 2005 and 2007) and an NBA Finals Most Valuable Player Award. Off the court, he is known as the husband of Eva Longoria, star of television&#8217;s &#8220;Desperate Housewives&#8221;. The couple often organizes charity no-limit Texas Holdem poker events in San Antonio and Las Vegas during the NBA off-season. Parker took up the game after he moved to the US and has been an avid player ever since. </p>
<p>Parker described the signing as &#8220;a great adventure&#8221; and hailed BetClic&#8217;s &#8220;big ambitions&#8221; to make an impression on the European market. Industry observers expect the passage of new French legislation that will allow more freedoms for online poker companies there, so the signing of Parker, a recognizable sports star, would place BetClic in a prime position to gain new customers in France. </p>
<p>Nicolas Beraud, BetClic&#8217;s founder, also expressed his enthusiasm at his company&#8217;s signing of Parker. Beraud said that he was &#8220;delighted&#8221; to have Parker on board and related how he would be &#8220;a great ambassador&#8221; for both online poker in general and the BetClic brand in particular. </p>
<p>One aspect of the BetClic site that may cast a shadow over signing is that it also has an online sports book component. Most American pro sports leagues do not allow team members to participate in sports betting in order to prevent undue influence on games. </p>
<p>Two years ago, the NBA fired referee Tim Donaghy due to his association with gamblers. Last December, two members of the NBA&#8217;s Washington Wizards drew guns on each other over a dispute stemming from gambling debts. NBA Commissioner David Stern has not yet released a statement on the Parker signing.</p>

The 2010 NBC National Heads-up Poker Challenge is also slated to start in the month of March. The single-elimination, invitation-only no-limit Texas Holdem tournament will feature sixty-four players, including poker pros, celebrities and online qualifiers, competing for over a first prize of US$500,000. </p>
<p>The tournament draw will be held during a party at PURE Nightclub at Caesars Palace in Las Vegas on 4 March. The random draw will set the tournament bracket in the four divisions (clubs, diamonds, hearts and spades) and will attract many of the greatest tournament poker pros. The tournament also continues to grow in popularity as the event starts its sixth year. </p>
<p>The unique heads-up format makes it different from any televised poker tournament today, including the World Series of Poker and the World Poker Tour events. In the past five years, the list of champions has included 1989 WSOP Main Event winner Phil Hellmuth, five-time WSOP bracelet winner Ted Forrest, 2006 WSOP Main Event runner-up Paul Wasicka, 2000 WSOP Main Event winner Chris &#8220;Jesus&#8221; Ferguson and 1996 WSOP Main Event winner Huckleberry Seed. </p>
<p>The field for this year&#8217;s tournament will include many former WSOP Main Event champions, along with one new addition. 2009 WSOP Main Event winner Joe Cada, who had not yet turned twenty-one years old before last year&#8217;s event, will compete in this year&#8217;s tournament. With four of the last five winners finishing in the top two spots in a previous WSOP Main Event, some observers like young Mr. Cada&#8217;s chances, even against a field of the best players in the world. </p>
<p>The first round matches are scheduled to start at noon Pacific Time on 5 March, with second-round matches later that day. Third-round and quarterfinal matches will be held the next day, with the semi-finals and the best-of-three final match on Sunday 7 March. NBC will broadcast the matches in the US on Sundays during April and May.</p>
